UPC Financial Transparency Act: During the last six years, 23 states have directly funded unregulated pregnancy clinics (UPCs, also called crisis pregnancy centers), and 19 funded them this year. The Financial Transparency Act requires UPCs to report, in some detail, how taxpayer dollars are actually spent.
